We use the subjunctive, or base form, in that-clauses after certain verbs, adjectives or nouns to express obligation, importance or intention. The subjunctive verb has no singular o plural and no past, present or future form. (The passive uses the base form of the verb to be).

1. subjunctive after certain verbs (eg advise, ask, demand, insist, order, propose, recommend, require, request, and suggest).

The choreographer demands that all dancers do their best.

He requested that the report be distributed immediately. 


2. subjunctive after certain adjectives (eg advisable, certain, essential, important, necessary, and vital).

It is vital that she not hear about the plan.

It is essential that this be kept secret. 


3. subjunctive after certain nouns (eg idea, order, proposal, recommendation, request, and suggestion).

Her recommendation is that we take action immediately.

His advice is to order lamb at this restaurant. 


Note: The subjunctive can also be formed with should + base form. 
His advice is that we should order lamb at this restaurant.
